SMSA Elects New Board Leadership

At its annual meeting on March 2nd, The Seabee Memorial Scholarship Association (SMSA) elected new leadership for a three-year term.


CAPT Mike Blount, CEC, USN Ret. was elected as chairman of the Board. He replaces RDML Mike Giorgione, CEC, USN Ret. Blount is a Senior Vice President at AECOM. He had a distinguished 27-year career with the US Navy, most recently serving as Commanding Officer, Naval Facilities Engineering Command, Southeast, Jacksonville, FL. CAPT Blount led a 1,700-person organization responsible for planning, design, construction, environmental, real estate, contracting support and public works to all Naval Bases in the Southeast. Additionally, during his career, Captain Blount serviced in NMCB-40, COMCBPAC, NMCB-7, NMCB-1 and 30NCR. “This is an exciting opportunity to continue the great work of others who served before me” according to Blount. “I’m excited about the future of SMSA.”


RDML Lou Cariello, CEC, USN Ret. was elected Vice Chair, replacing CAPT Brian Smith, CEC, USN Ret. Cariello is Vice President of Facilities, University of Washington. Prior to his retirement from the Navy in July of 2017, RDML Cariello served as Director, Energy and Environmental Readiness Division on the OPNAV staff after commanding the Naval Facilities Engineering Command, Atlantic. His operational assignments with Seabees took him all over the world, including the combat theaters of Iraq and Afghanistan. “The impact that SMSA can have in support of the Seabee legacy is profound” according to Cariello. ‘Our work providing scholarships for Seabee families is significant, and I am proud of my association with the people who have served through SMSA over the years.”


The SMSA is governed by a volunteer board of directors.
