Established in 2000 by CAPT James Douglass in honor of his father-in-law Vice Admiral Andrew G. Bisset. Bisset was among the first senior officers to command Seabees during World War II through many of the southwest Pacific Island campaigns from Guadalcanal to Okinawa. During the Okinawa campaign Bisset was commander of construction troops in the Tenth Army that included three Brigades of Seabees and a total of 95,000 Army and Navy construction troops. “Vice Admiral Bisset was a tremendous influence in my career,” recalls Douglas. “He was the main reason I transferred to the Civil Engineer Corps. He was in charge of buildings and grounds while I was at the Naval Academy, and later on in my career I had the honor and privilege of being assigned to his staff.”
