Established in 2011. RADM Marlay retired from the Navy as Deputy Commander, Naval Facilities Engineering Command. Of his 32 years of Naval Service, 16 were with the Navy Seabees. Dr. Marlay holds a Ph.D. in Nuclear Science and Engineering and two Master’s degrees from the Massachusetts Institute of Technology and a Bachelor of Science Degree in Engineering from Duke University. He is a Licensed Professional Engineer in the District of Columbia. He is a Fellow of American Association for the Advancement of Science. At the U.S. Department of Energy, where he continues to direct R&D programs, he is a Meritorious Rank Award Senior Executive and a recipient of the agency’s Distinguished Career Service Award (Gold Medal).

Endowed Scholarships allow our investors to build a lasting legacy, impacting Seabee children and grandchildren for generations to come. Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
