Established in 1990 by various officers and enlisted personnel, as well as retired individuals in memory of Admiral Rohrbach who was promoted to Rear Admiral posthumously. US Navy Rear Admiral. Rohrbach graduated from the United States Naval Academy in 1963. From 1967 to 1969 he served in the Seabees as a company commander and then operations officer of Naval Mobile Construction Battalion Six in Vietnam. He was later involved with major improvements to facilities at Subic Bay and Clark Field in the Philippines. Rohrbach was awarded three Legions of Merit Medals, two Meritorious Service Medals and the Navy Commendation Medal with Combat A. Rorhbach died of an apparent heart attack following the Fleet Week Challenge six-mile run earlier that day in San Francisco.

Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
