Established in 2010 by his son, CAPT Jim Bartlett. James Vincent Bartlett was appointed to the US Naval Academy in 1937, graduating eleventh in his class in the Class of 1941. Among his many duty tours, he was selected to be the Commanding Officer of Mobile Construction Battalion FOUR – the Seabees – homeported at Davisville; with overseas deployments to Guantanamo Bay, Cuba and Morocco. His Battalion won Best-of-Type. After the death of his first wife, Bartlett met Margaret “Peggy” Herrin Turkington, a Navy widow with three sons. When he was selected for Rear Admiral. He was immediately sent to Vietnam to be the Commander, THIRD Naval Construction Brigade. responsible for all the Seabees in I Corps. For service during this 18-month combat tour, he was awarded the Distinguished Service Medal. RADM Bartlett’s final tour in the Navy was as Deputy Commander, NAVFACENGCOM, and Deputy Chief of Civil Engineers in Alexandria, Virginia. After retirement, he accepted the position of Vice President for Engineering with Raymond International. in Houston, Texas; and during a ten-year career with Raymond, he rose to become one of three Senior Group Vice Presidents.
