Established in 2017 by many people who loved Admiral Montoya. Born in Indio, California to a family of migrant farmers, RADM Montoya led a storied life filled with high achievement and excellence, the breaking down of barriers and a whole host of “firsts” for himself and others. RADM Montoya graduated from High School at Coachella Valley High School in 1953 and then attended Cal Poly San Luis Obispo. With the encouragement of a family friend, he applied to the US Naval Academy and began his studies there in 1954, graduating with the class of 1958. He went on to earn a bachelor’s degree in civil engineering from the Rensselaer Polytechnic Institute in 1960. After multiple deployments to Vietnam, RADM Montoya obtained a master’s degree in environmental studies from the Georgia Institute of Technology in 1967. In 1974, he became the director of the Navy’s Environmental Programs – kick-starting the Navy’s entire environmental movement. It was during this time that RADM Montoya earned a law degree from Georgetown University and passed the DC bar.
After retirement, RADM Montoya joined Pacific Gas and Electric in San Francisco where he became a Senior Vice President and General Manager. In 1993, he became President and CEO of the Public Service Company of New Mexico. He also served on the board of several public companies, Including Jacobs Engineering. RADM Montoya passed away in 2015.
Endowed Scholarships allow our investors to build a lasting legacy, impacting Seabee children and grandchildren for generations to come. Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
