The CWO4 Jeffrey Scott Shawver Scholarship was created in 2022 to honor Chief Shawver’s retirement from the military following a distinguished career spanning thirty-three (33) years.
Jeff Shawver was born in Murfreesboro, TN, and grew up in Roanoke, VA. Having received his Master Plumber’s License, he enlisted in the Navy Reserves as a utilitiesman third class through the Advance Pay Grade (APG) program in 1989. He was assigned RNMCB 23 DET 0223. Shortly after enlisting, he was recalled to active duty on 13 NOV 1990 in support of Operation Desert Shield/Storm and deployed with RNMCB-23 to Okinawa, Japan, for six months. There he was responsible for all plumbing and mechanical work for construction projects.
Subsequent assignments included recall to active duty on 27 JUL 2004 in support of Operation Iraqi Freedom (OIF) with Naval Mobile Construction Battalion (NMCB) 23, assigned to the IIMEF, G8 department at Camp Lejeune and deployed to Iraq for a period of 7 months as deputy plans officer. Staff assignments at the Navy Yard (NAVFAC) and 1NCD, then retired in April 2009 as a Chief Warrant Officer CWO3 from the Civil Engineer Corps (CEC) / Seabees in the United States Navy with 22 years of reserve service. He decided military retirement did not suit him well and joined the Army Reserves National Guard as a CW3 in December 2011. He was assigned as a Construction Engineering Technician with the HHC 130 MEB Charlotte, North Carolina. Recalled to activity duty in 2016 NOV in support of Operation Inherent Resolve and served as the construction engineering technician for several construction projects in the CENTCOM AO. Shawver was the 130th MEB Brigade Command Chief Warrant Officer and retired as a CW4 in 2022.
Shawver earned his Associate’s degree from Coastline Community College (2005) in Construction Management, Bachelor’s degree from Fort Hays State University (2007) in Construction Management and Master’s in Public Administration from Walden University (2009). As well as being a master licensed plumber, electrician and HVAC technician, Shawver is also a Project Management Professional (PMP).
In 2000, he married the former Ann Harrity Allen of Harrisonburg, VA. She holds degrees from James Madison University and Virginia Tech and is a consultant serving local government finance. The Shawvers have two sons, Eric and Matthew (wife Blair) as well as two granddaughters. They reside in Catawba, Virginia, on a beautiful small horse farm. They both enjoy travel, hiking, camping, the outdoors, and attending church.
Endowed Scholarships allow our investors to build a lasting legacy, impacting Seabee children and grandchildren for generations to come. Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
