Established in 1995 by CDR A.L. Pekarsky and LCDR Sara Pekarshy. CDR Abraham Pekarsky served in WWII and was a plank owner of the Eighteenth Naval Construction Battalion. He deployed in the Pacific area from 1942 to 1945, serving at Guadalcanal, New Zealand, Tarawa, Saipan and Tinian. He left active duty ended in 1946 and returned to civilian engineering and teaching. And Seabee Reserve duty Brooklyn, New York. In 1951 he returned to active duty and retired from the Navy in 1969. LCDR Sara Navy in December 1948 and was a member of the first class of women accepted as USN under a 1948 Public Law for training. In 1956, as a Lieutenant, she was a member of the first class of women officers at the General Line School in Monterey, California. Her assignments in the Navy ran a broad spectrum of communications, court martials, Waves barracks officer, public affairs, personnel officer and Assistant LCDR Detail Officer at BUPERS. Her final duty was Administrative Officer of the Naval Station, Treasure Island, San Francisco, California where she retired from the Navy in 1969.

Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
