Established in 1979. Captain Tom Mitchell was a career Navy Civil Engineer Corps officer. He was killed in 1974 in an ambush at Subic Bay in the Philippines while he was serving as Commander of the 30th Naval Construction Regiment. At the time of his death he was riding in a jeep, inspecting a perimeter road being built by one of his Seabee detachments. During the SMSA’s 1978 fund drive, all 80 active duty Civil Engineer Corps captains participated in raising the necessary funds to establish a perpetual scholarship in the name of their fallen shipmate, Captain Tom Mitchell.
