The Captain Philip and Mrs. Laurie St. Ours Oliver scholarship was founded in 2021 by Captain Oliver to honor the memory of his wife, Laurie.

Both Philip and Laurie came from close, hard-working families in East Providence, RI. They strongly valued education culminating with Laurie becoming an accomplished legal secretary and Philip graduating from the United States Naval Academy in 1955. Including his time at the USNA, Philip enjoyed a 34-year career of Naval service in the Fleet, in the CEC, and particularly in the Seabees. Laurie was a true Navy wife who poured her heart and soul into the service for others through activities such as Navy Relief, Red Cross, and efforts with individuals with disabilities. Laurie was modest and never called attention to herself, rather, she focused on the positive attributes in everyone and reached out to mentor and comfort families enduring hardships.

In this spirit, the academic scholarship has been established to help students reach their lifelong dreams.

Endowed Scholarships allow our investors to build a lasting legacy, impacting Seabee children and grandchildren for generations to come. Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
