Established in 2000 by CAPT James Douglass. CAPT Douglass received his congressional appointment to the Academy, graduated with distinction, and was commissioned 1938. Early on, he served on board the USS Salt Lake City and USS Wichita. In 1941, he married Sarah Marie Bisset, the daughter of a future Vice Admiral then attended Rensselaer Polytechnic Institute earning a Master of Civil Engineering. He served during WWII, beginning in the Aleutian Islands (Attu and Adak), and then the assault on Okinawa with the 87th Seabee Battalion. Highlights of his naval career was Commander of construction of the Naval air base in Subic Bay, Philippines (the largest peacetime earth moving job since the Panama Canal), became Director of Seabee Division in Washington D.C. and from 1956 to 59 was in charge of Seabee construction of eight bases in the Antarctic (Operation “DEEP FREEZE”). He retired as a Captain in August of 1961. Captain Douglas was awarded the Bronze Star Medal with combat “V” for heroic service on Okinawa in WWII; the American Defense Medal with Star; the American campaign Medal; the Asiatic-Pacific Campaign Medal, with one operation star; the World War II Victory Medal; the National Defense Service Medal; the United Nations Medal and the Antarctic Medal. After retirement from the Navy, he attended Stanford University where he received a Ph.D. in Civil Engineering then taught and published until he retired as an Emeritus Professor in 1980. CAPT Douglass died in 2013.
