The CAPT Dorwin C. Black & Ruth H. Black Scholarship was created in 2022 by Ruth Black.
Dorwin Black was born in Maryland but grew up in Ohio. After graduating from the University of Cincinnati as a civil engineer, he joined the Navy, went through OCS in Newport RI and was commissioned ensign. His first assignment was with the Seabees of NMBC 7. He later earned a MS in Engineering at Stanford University. He was also a graduate of The Armed Forces Staff College at Norfolk, VA and the Program for Management Development at Harvard University. He was married to the former Ruth Helen Maier. She is a Graduate of the University of Cincinnati, College of Nursing and Health. They are the parents of three children. She currently resides in Sun City West, Arizona.
Subsequent assignments included tours as assistant officer in charge of construction for Equipment Management, Saigon, Republic of Vietnam; ROICC Pearl Harbor, Hawaii; ROICC Pacific; Deputy officer in charge of construction, Elk Hills, San Bruno, CA and CO of NMCB 33, Gulfport, MS. He deployed to Rota Spain and Roosevelt Roads, Puerto Rico for which the battalion won the 1982 and 1983 Atlantic Battle “E” and Peltier Awards. He also held staff assignments in the Service Force Atlantic Command; Bureau of Naval Personnel; Executive assistant to the commander Construction Battalions Pacific Fleet and a executive officer PWC Pensacola. His last assignment was as commanding officer of Naval Construction Battalion Center, Port Hueneme and Commander of the 31st Naval Regiment, Port Hueneme. He initiated Seabee Day there in 1987 which allows the community to visit the base and celebrate what the Seabees do. It continues today as an annual event. He called this assignment. “The best job in the Civil Engineer Corps.”
Endowed Scholarships allow our investors to build a lasting legacy, impacting Seabee children and grandchildren for generations to come. Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
