This scholarship is one of three established by Captain Benline, a native of New York, whose interest in the Seabees and the Civil Engineer Corps has never diminished even though he retired from service shortly after WWII. He served in both the Pacific and Atlantic theaters during WWII and commanded the 70th Naval Construction Battalion. Following the war, he returned to the New York City Housing and Buildings Department as Technical Director of the State Building Code Department. He later accepted an appointment as the Commissioner of Air Pollution Control for the State. He was a past President of the Municipal Engineers, and served on various American Society of Civil Engineers’ (ASCE) Committees. CAPT Benline passed away in 1995.

Endowed Scholarships often honor or memorialize family members, Seabee leaders, NAVFAC units, organizations or corporations. Perpetual Named scholarships can be funded at three levels, $60,000, $120,000 and $150,000 and are named by the donor.
