Description
Under the general guidance and direction of the Public Works Director, performs a variety of managerial, supervisory, professional, and administrative work in planning, organizing and coordinating the overall activities of the Engineering Division which includes utilities, transportation, and environmental compliance programs.
Portfolio includes public streets, bridges, water, sewer, storm drainage, flood control, and public buildings; engineering studies and reports; and maintenance of all public infrastructure plans, maps, and plats.
Essential Duties and Responsibilities
- Responsible for supervision of all engineering services and design work. Directs staff in the investigation, development, design and construction management of a variety of engineering projects and programs. Establishes scope of work for each project, reviews final plans and construction documents before going to City Council or designated committee for final approval.
- Assists the Public Works Director in the development and implementation of department goals, objectives, regulations and long-range plans. Develops and implements the long-range Capital Improvement Program planning and directs and participates in design elements, verifying accuracy of final plans; ensures compliance with specifications, city, federal, and state codes and enforces construction standards and regulations related to public improvement projects, structures and systems. Applies and coordinates state and federal grants and special funds to capital projects.
- Serves as Acting Department Director in the Director's absence.
Education Experience and Other Requirements
- ABET accredited Bachelor's degree in Civil Engineering or a related field
- Seven years of engineering experience including five years of supervisory responsibility
- Or an equivalent combination of education and experience to provide sufficient evidence of the successful performance of the essential elements of the job such as those listed above.
- Registration as a Professional Engineer (PE) within the State of Washington; if registered in another state, must obtain Washington State registration within six (6) months of hire.
- A valid driver's license
Preferred Qualifications:
- Master's degree with course work in Engineering and/or Public Administration.
- Local government knowledge and experience.
