Description

Construction Inspector I:

Inspects construction projects and enforces City ordinances governing minimum standards and requirements of new storm sewer.
Examines construction methods and materials and construction project location; ensuring compliance with City planning and development policy. Review project plans, revisions, and corresponding documents.
Confers with contractors, property owners, developers, architects, engineers, and others regarding inspection requests, construction codes, building plans, etc.; examines and investigates methods and practices employed in local construction projects, recommending changes when necessary.
Oversees construction projects in the city.
Inspects construction projects for work zone safety, and that erosion and sediment control practices are being adhered to.
Conducts final inspections on city and state right-of-way improvements for acceptance and maintenance of roadways.
Prepares and maintains various records and reports pertaining to status of ongoing construction projects; schedules appointments; conducts final project inspection and recommends acceptance of work.
Interprets site plans.
Attends construction meetings with contractors, engineers, and inspectors.
Fuels vehicles; takes vehicles to shop for maintenance and repairs; maintains appearance of vehicle.
Performs other related duties as required.

Construction Inspector II:

Provides project inspection for development and capital improvements projects as well as oversees construction and maintenance projects in the City.
Inspects construction projects and enforces City ordinances as well as local, state and federal construction standards governing construction of new roadway and associated storm sewer.
Examines construction methods and materials and construction project location; ensuring compliance with City planning and development policy; reviews project civil plans, revisions, and corresponding documents.
Confers with contractors, property owners, developers, architects, engineers, and others regarding inspection requests, construction codes, etc.; examines and investigates methods and practices employed in local construction projects, recommending changes when necessary.
Monitors some construction materials testing to ensure adherence with applicable standards, specifications, codes and laws.
Keeps daily reports when needed, and testing reports from independent testing firms.
Performs City Right-of-Way improvement inspections, Traffic/Work Zone Safety Inspections, Erosion and Sediment control inspections, Stormwater inspections and Single Family lot grading inspections.
Conducts final inspections on City and State right-of-way improvements for acceptance and maintenance of roadways.
Ensures that all road and site work meets local, state, and federal standards and regulations and complies with City ordinances.
Prepares and maintains various records and reports pertaining to status of ongoing construction projects; schedules appointments; conducts final project inspection, creates punch list if  needed, and recommends acceptance of work.
Interprets civil plans.
Attends construction meetings with contractors, engineers, and inspectors.
May assist in Stormwater program plan development, implementation, and reporting; reviews construction site Stormwater runoff control; and assists in the coordination and reporting of illicit discharges.
Performs other related duties as required.

Senior Construction Inspector:
Provides project inspection for development and capital improvements projects as well as oversees construction and maintenance projects in the City.
Utilizes experience and knowledge to handle the more complex and difficult inspections; Analyzes problems and provides recommendations to engineering staff; confers with less experienced Construction Inspectors on unusual and/or challenging projects.
Inspects construction and road projects so as to enforce the City ordinances governing minimum standards and requirements of new construction, alterations, and repairs; examines construction methods and materials used, and locations of construction project to ensure compliance with City planning and development policy; reviews project plans and corresponding documents.
Inspects installation of water and sewer systems and construction and testing of pump station facilities, including chlorination testing and bacterial sampling of water main.
Confers with contractors, property owners, developers, architects, engineers, and others regarding inspection requests, construction codes, building plans, etc.; examines and investigates methods and practices employed in local construction projects, recommending changes when necessary.
Measures installed quantities of construction; calculates percent completion; adjusts construction drawings to reflect actual work; diagnoses and solves engineering problems and reviews construction contracts and oversee test.
Inspects construction projects for erosion and sediment control practices compliance.
Prepares monthly estimates for capital projects; prepares daily measurements of materials used.
Confers with contractors, engineers, developers and owners concerning construction projects.
Prepares and maintains various records and reports pertaining to status of ongoing construction projects; testing, schedules appointments; conducts final project inspection and recommends acceptance of work; maintains files on each project.
Conducts required testing of water and sewer systems during construction; oversees and verifies water system decontamination; extracts water samples for bacteriological testing.
Conducts final project walk through; recommends final project acceptance.
Assists with training new Construction Inspectors.
Fuels vehicles; takes vehicles to shop for maintenance and repairs.
Measures installed quantities of construction; calculates percent completion; adjusts construction drawings to reflect actual work; diagnoses and provides recommendation to solve engineering problems and reviews construction contracts and oversees tests.
Performs City Right-of-Way improvement inspections, Traffic Control/Work Zone Safety Inspections, Erosion and Sediment control inspections, stormwater inspections, roadway maintenance inspections, and Single Family lot grading inspections and other related infrastructure inspections.
May assist in Stormwater program plan development, implementation, and reporting; conducts and coordinates post-construction Stormwater management; reviews construction site Stormwater runoff control; provides inspections; and assists in the coordination and reporting for illicit discharge.
Informs emergency services of roadway operations so they can route first responders around obstructions.
Provides other inspectors with assistance, guidance and/or feedback on complicated projects; applies experience to help identify solutions to complex concerns, issues and problems.
Attends construction meetings with contractors, engineers, and inspectors.
Performs other related duties as required.

Requirements

Construction Inspector I:                                                                                                         Graduation from high school, and 1 to 2 years of experience in the construction trade or building inspections,  or any equivalent combination of training and experience which provide the required skills, knowledge and abilities. Possession of a valid driver's license.
Department of Environmental Quality (DEQ) Erosion and Sediment Control Inspector Certification – must possess within 12 months of employment.
Department of Environmental Quality (DEQ) Stormwater Inspector Certification, must possess within 12 months of employment.
May require various VDOT certifications depending on department assigned.

Construction Inspector II:
Requires High School or GED, 5 years progressive experience in fields providing the required knowledge, skills and abilities or any equivalent combination of progressive experience and technical training which provides the necessary knowledge and experience; OR an Associate's degree in Construction/Building Trades and 4 years of journey level experience in the construction/building trades, building inspection or closely related work; OR a Bachelor's degree in Construction/Building Trades, Civil Engineering or closely related field and 2 years of journey level experience in the construction/building trades, building inspection or closely related work. Requires a valid driver's license. Virginia DEQ Erosion and Sediment Control Certification - Must possess or obtain within 12 months of hire

Requires a valid driver's license.

Salary Range:
Construction Inspector I: $47,110 - $60,255
Construction Inspector II: $49,466 - $63,269
Senior Construction Inspector: $41,657.00 - $69,753
