Francis Training Center Memorial – Port Hueneme, CA

Located near The CPO Reef and Naval Construction Training Center (NCTC) on 20th Avenue, Naval Base Ventura County (NBVC) Port Hueneme

This memorial honors the life and sacrifice of Captain John V. Francis, USMCR, of the 31st Naval Construction Regiment.

Located along 20th Avenue near The CPO Reef and the Naval Construction Training Center, the Francis Training Center was dedicated on December 6, 1971, in memory of Capt. Francis, who was killed in the line of duty on February 10, 1970, in Da Nang, Republic of Vietnam.

Captain Francis served alongside Seabees during a critical period of the Vietnam War, exemplifying the dedication and courage of those who supported construction missions in conflict zones.

This monument and its surrounding benches serve as a place of reflection and remembrance for students and instructors alike, reminding all who pass through this area of the enduring legacy of leadership, service, and sacrifice.
