ARLOTTO Guy Anthony Arlotto Of Silver Spring, Maryland, died peacefully after a short illness on February 28, 2022. He was 94. Guy was born on December 26, 1927, the fourth of nine children, to Thomas and Mary Arlotto in Jersey City, NJ. Always intelligent and inquisitive, Guy graduated from Dickinson High School in 1945 and then continued to Stevens Institute of Technology, in Hoboken, NJ. He graduated from Stevens with a BS in Mechanical Engineering in 1949 and an MS in Mechanical Engineering in 1952. While in graduate school he worked for Gibbs & Cox, a major naval architecture firm. After completing his graduate degree, he attended the Naval Officers Candidate School in Newport, RI, where he received his commission and served in the Civil Engineering Corps (SeaBee). He met Grace Gilfoil from Boston, MA, another young naval officer, during the time they were both stationed at Little Creek Amphibious Base in Norfolk, VA. They were married at Our Lady of Mt. Carmel Catholic Church in Jersey City, NJ in May 1958. After serving as a naval officer during the Korean War, Guy returned to Gibbs & Cox before being offered a position in 1962 at the Atomic Energy Commission (AEC) in Washington, DC. In 1975 the AEC became the Nuclear Regulatory Commission (NRC). Guy rose to the Senior Executive Service with the NRC and retired in 1993 as Deputy Director of the Nuclear Material Safety and Safeguards Division. For over 30 years Guy led efforts to create, refine, and codify the standards and safety protocols that every nuclear facility continues to operate under today. When he received the Codes and Standards Medal from the American Society of Mechanical Engineers it was written of Guy that, “His 30-year dedication to the voluntary consensus process, his leadership in establishing new directions and policies, his special insight into nuclear safety and the needs of an ever-changing nuclear industry, have earned him universal respect of the highest degree.” Guy received many awards for his service and groundbreaking work, including: *ASME Centennial Award (1980) *The Bernard Langer Nuclear Codes and Standards Award ASME (1982) *The ANS Presidential Citation Award *NRC Distinguished Service Award (1989) *The Meritorious Service Award from the American National Standards Institute *Presidential Meritorious Executive Rank Award NRC (1978, 1987, 1993) *Stevens Institute of Technology Distinguished Alumnae Award (1995) Internationally, Guy led some of the first U.S. teams that participated in multiple nuclear energy and safety conferences including the International Atomic Energy Agency (IAEA) Conference on Nuclear Plant Aging in Vienna, Austria; the U.S. – Japan Workshop on Critical Nuclear Power Safety Issues; and the first high-level technical exchange with Soviet engineers and scientists on key nuclear safety issues of pressure vessel integrity. In 1991, Guy was nominated for the Federal Engineer of the Year award. It was noted that Guy supported affirmative action programs for minorities and women; developed creative job-share positions to encourage part-time employment; restructured professional jobs to accommodate working mothers; and actively recruited minorities to fill professional positions throughout the division. Guy is survived by his wife Grace, their six children: Thomas (Pam), Mary (Mike Millikin), George (Gina), Joseph (Stefania), John (Viviane) and Elizabeth (Tom Finan); and twelve grandchildren: Claire, Joseph, Grace, Andrew, MaryGrace, Margaret, Lucia, Luca, August, Grace, Peter, and George, and his brother Thomas Arlotto. Remembered as a man of quiet intelligence, and dedication to family, Guy’s memory will be cherished forever.
