Captain
ill Chin passed away on Feb. 7, 2022. He was born on July 10, 1933 in Omaha, Nebraska to James Yuan Tuck and Ng Hai Chin. He was one of eighteen children. He graduated from Omaha Technical School and was the Senior Class President. He received a Bachelor of Science degree in Civil Engineering from the University of Nebraska and a Master of Science degree in Management from the Naval Post Graduate School.
He was preceded in death by his parents, his first wife of thirty-four years (Kay) and three brothers and eleven sisters. He is survived by his wife of 28 years, Linda LeRoy Chin, three siblings, his children David and wife Cheryl, Michael and wife Kelly, Julie and husband Ed Herbert. He is also survived by his wonderful grandchildren Ashley, Josh, Adam, Leah, Mark, and Sarah and great grandson Gibson, and great-granddaughter Kaylin.
In 1956 he was commissioned as an ensign in the U.S. Navy Civil Engineering Corps and had a Distinguished 30 Year Career retiring as a Captain in 1986. Throughout his career, he served in many positions in Facilities management, maintenance, and construction at Naval Bases in many parts of the world. He commanded an Amphibious Seabee Construction Battalion. He served in the Vietnam War and received a Purple Heart Medal as a result of injuries sustained while in in-country. Also among others, he received a Legion of Merit Medal, the Defense Meritorious Service Medal, and two Navy Meritorious Service Medals, and the Navy Commendation Medal.
After retirement from the Navy, he served as a Supervisory Civil Engineer with the City of Virginia Beach Utilities for ten years.
Bill was an avid golfer and was an active Life Member of Broad Bay Country Club. He was also a member and served on several committees at Kings Grant Presbyterian Church.
A memorial service will be held at Kings Grant Presbyterian Church at a later date. Memorial contributions may be made to Kings Grant Presbyterian Church or to a favorite charity. Condolences may be offered to the family at:
