Philip Joseph Fleming, 69, Clearwater Beach, FL, US Navy (Ret.) BUCS(SCW), (SEA), (MTS), (AA) passed away March 3, 2025. He was born 14 August 1955 in Argentia, Newfoundland, Canada.
Senior Chief Fleming enlisted in the Navy on 13 September 1974 and completed recruit training at Orlando, FL. Builder Senior Chief Fleming (SCW) graduated from North Kingstown High School in 1974 . He earned his Associates of Arts Degree from University of Phoenix in May 1999. He graduated from the Senior Enlisted Academy Class ‘89, December 1999. His duty assignments include Naval Mobile Construction Battalion Three, Port Hueneme, California and deployed to Diego Garcia, British Indian Ocean Territory (B.1.0.T). Reserve Naval Mobile Construction Battalions 23 and 24 Huntsville Alabama, Patuxent River Maryland, and Fort Belvoir Virginia. Naval Mobile Construction Battalion One, Gulfport Mississippi, deploying to Puerto Rico, Argentia Newfoundland, Diego Garcia, and Guam. Naval Support Unit, State Department Washington D.C. with assignments to Moscow U.S.S.R, Beijing, China, Frankfurt Germany, and the European theater. Naval Construction Training Center “C” and “H” Company’s, Gulfport Mississippi as an instructor in Builder ” A” School, Builder “C” School, and Engineering Aid “C” School Planning and Estimating. Qualified as Master Training Specialist. Naval Mobile Construction Battalion 133, “C” Company, Headquarters Company, and Air Det., Gulfport, Mississippi with deployments to Rota Spain, Guam, Rota Spain, and Northern Iraq. Naval Station Guantanamo Bay Cuba Public Works Department and TAD to Naval Special Warfare Un-it Two (Seal Team) Machranish, Scotland. Naval Construction Training Center, Gulfport Mississippi, Delta Company in Basic Rescue, Chemical Biological and Radiological instructor, Phase head and Company Commander. Naval Support Activity, Souda Bay, Crete, Leading Chief Petty Officer, Public Works Department. Naval Mobile Construction Battalion 74, “C” Company, C-3, C-5, Air Det. with deployments to Camp Shields, Okinawa and Camp Moscrip, Puerto Rico. Naval Air Station Key West FL, as AOIC Construction Battalion Unit 402. MEF Engineer Group (MEG) Kuwait/Iraq for Enduring Freedom/Operation Iraqi Freedom as NBC/CBR Senior Enlisted Advisor. His awards include Navy Commendation Medals with 4 Gold Stars, Navy Achievement Medal with 3 Gold Stars, Combat Action Ribbon, Presidential Unit Citation, Joint Meritorious Unit award 3 awards, Navy Unit Commendation Ribbon with 2 Bronze Stars, Meritorious Unit Commendation Ribbon with 2 Bronze Stars, Coast Guard Unit Commendation Ribbon, Navy “E” with Silver Wreath, Navy Good Conduct Medal with 1 Silver Service Star, Reserve Meritorious Service Medal, Navy Expeditionary Medal, National Defense Service Medal with 2 Bronze Service Stars, Armed Forces Expeditionary Medal, Southwest Asia Service Medal, Kosovo Campaign Medal with 1 Bronze Star, Global War on Terrorism Expeditionary Medal, Armed Forces Service Medal, Humanitarian Service Medal with 1 Bronze Service Star, Sea Service Deployment Ribbon with 1 Silver Service Star and 3 Bronze Service Stars, Navy Marine Corps Overseas Service Ribbon with l Silver Service Star, Coast Guard Special Operations Ribbon, Kuwait Liberation (Kuwait) Medal, NATO Medal, Navy Rifle Expert Medal, and Navy Pistol Expert Medal.
Senior Chief Fleming is survived by his wife, Rev. Susan R. Carney, Episcopal priest, Commander, CHC, USN (Ret.); three adult children: son Shawn (Emily) Hallums-Fleming and their two daughters Claire and Lucy who visited for Christmas; two daughters Lian (Mat) and daughter Beatrice; and Lara (Ryan) and son Colton; sisters Cindy, Sandy and Candy. He is predeceased by his brother Richard and parents John and Madeline Fleming.
He was an active-duty Navy Seabee for 30 years and was a member of the Episcopal church for 25 years. Since retirement Philip was active in the Seabees and various Veterans groups, animal rescue organizations and charities. With this wife Susan he co-authored the book “All of God’s Creatures Go to Heaven” which are available at Hubbell Funeral Home until May 8, 2025. He loved his dog Olive, who in 2014 saved his life by alerting him to a fire in their home.
