Legacy
Billy was born and raised in Tarrytown, NY and proudly served the US Navy through all phases of Desert Storm.

As one friend recalls, “He was a fellow veteran, former Navy SeaBee, a combat engineer, and Gulf war veteran. He was a foul-mouthed, rotgut-drinking sailor, who lived on a houseboat, and never stopped helping and protecting others. He spent his last hours comforting his friends and family, not the other way around. He was an unapologetic jerk, but impossible not to love, and he’d give you the shirt off his back AND the shoes off his feet. I’ve never met anyone quite like him before, and it has been my honor, in the few short years I’ve known him, to call him my friend. Rest in peace, brother. Till Valhalla.”

Beloved husband to his lifelong friend, Alisa Maureen (née Chapman); Devoted father of Michael Vincent Oxley and loving step-father to Dylan John-Donner Jones and Brandon Thomas-Donner Jones; Adored son of Marie (née Fatato) and James Edward Oxley III; Dear brother to James Edward Oxley IV, Shaun Oxley and the late Elizabeth Oxley and Marie Dorothy Oxley; Treasured uncle to James Edward Oxley V, Jake Oxley, Jaime Oxley, and Zoe Oxley and Sera Oxley.
