Final Salute

Lowman Mears Halley, age 77, passed away peacefully on August 12, 2025.
He was the owner of PRM, Inc, a commercial roofing company for 25 years. As a veteran of the United States Navy Seabees, Lowman served in Vietnam & Antarctica. He was a graduate of Virginia Commonwealth University & Meadowbrook High School. In his spare time Lowman enjoyed telling jokes and stories with friends, hunting and fishing, but only if it wasn’t raining or too cold. Other passions included canoeing and water skiing which he passed on to his family as though they were default life skills.

Lowman was preceded in death by his parents, Mamie Ruth Mears & Leonard Brisland Halley Sr.; and siblings, Pamela Halley Decatur & Leonard Brisland Halley, Jr.

Surviving him are his wife of 47 years, Jill M. Halley; his son & daughter-in-law, S. Forrest & Kelsey A. Halley; two grandsons, Benjamin & Theodore, and a sister, Norma D. Halley.

A celebration of his life will be held at 11am on Aug 30 at Hanover Arts & Activities Center, 500 S Center St. Ashland, VA. In lieu of flowers, wear a Hawaiian shirt and bring a story to share in memory of Lowman.
