The Fighting Seabee Award (Chosen by NAVFAC) is presented at Seabee Celebration to a Seabee selected from among all those currently serving for outstanding service and embodiment of the Seabee ethos. The award was created by the CEC/Seabee Historical Foundation in 2010. The Navy Seabee Foundation continues to present this award.
Robert J. Norton/CM1/SCW,DV,EXW
For outstanding performance of his duties while serving as leading petty officer of construction dive detachment Charlie, Underwater Construction Team Two. Petty officer Norton led 18 personnel in the planning and execution of the Palau harbor improvement at Malakal port with 107 dives and 350 hours of total bottom time. His innovative leadership showcased the naval construction force’s lethality was instrumental in the validation of timelines outlined in naval expeditionary combat forces expeditionary port damage repair and opening doctrine, enhancing the port’s safe operational lifespan, and enabling fleet maneuver to support major combat operations from the second island chain. As a mentor, he committed 41 hours training command personnel in a variety of topics, resulting in two warfare qualifications, 14 diving qualifications, and annual training compliance for three departments. An elite subject matter expert in his field, CM1 was hand-selected to train 36 personnel from multiple allied nations in a variety of underwater construction capabilities enhancing key relationships with critically strategic regional allies.
EO1(SCW/EXW/AW) Raymond Tam, NMCB 4
For exhibiting outstanding contributions in perpetuating the legacy of accomplishments and traditions of the Seabees past, present, and future while serving as assistant officer in charge of detail Palau, waterfront construction bravo company platoon chief, and command crane program manager for US Naval mobile construction battalion FOUR from 1 October 2023 to 30 September 2024. Equipment operator first class Raymond Tam demonstrated outstanding leadership in the performance of his duties, boldly driving the naval construction force’s readiness for major combat operations. He empowered and led his company to carry out training objectives across full spectrum training aligning with required operational capabilities executing 540 man-days towards battalion homeport operations, unit driven training and construction training exercises. As assistant officer in charge for the 2024 INDOPACOM deployment, he stepped into a multi-faceted position and never missed a beat.
CM1 Rodney H. Paris
While serving as logistics department leading petty officer for SEAL Team 5 from Oct 2022 to Sep 2023, CM1 Paris made extraordinary contributions to mission operations, critical life support, and sustainment of special operations camps in support of missions in the Arabian Peninsula. He led 10 sailors and 12 DoD contracted personnel in the planning and execution of 36 camp sustainment and infrastructure upgrade projects valued at $3.8 million. This included, installation of a hardened ammunition supply point and fueling supply point; construction of two 1,600 square foot maintenance facilities; perimeter lighting, security gates, and a 30-foot tower to counter unmanned aerial systems. His efforts greatly improved the security of and response time for forward deployed forces. He also led the embarkation retrograde for 70 flights when the Team redeployed. CM1 Paris’ accomplishments, perseverance, and steadfast devotion to duty reflected great credit on himself and contributed significantly to perpetuating the Seabee legacy.
CM1(SCW/EXW/DV) Joshua H. Embry
As UCT 2’s construction dive detachment ALFA’s project supervisor, he led a diverse team of more than 40 Seabees, Marines, and Sailors constructing high visibility waterfront projects. A roll-on roll-off ramp that will serve as the main loading/off-loading point for all logistic shipments between Tinian and Saipan and the landing of critical underwater cables onto Diego Garcia to support the US and UK defense mission there.
Joining forces with the Republic of Korea and Armed Forces of the Philippines, he provided instruction on US underwater construction tactics and techniques to ensure our partner nations remain interoperable allies for waterfront construction projects.
